Internet Tax Freedom Act - think about this

The Internet Tax Freedom Act banned taxes on internet access services.  It sunsets on November 1st.  Its purpose was to help bridge the digital divide by preventing huge tax mark-ups on services.  This paper from the Center on Budget and Policy Priorities examines both sides of the issue.  If this is not something you are familiar with, read up.  Libraries, as a natural roleplayer in the digital divide, should have staff who are aware of this issue.
