Daylight Savings Time is Changing in 2007
I had no idea this was going on! Thanks to the 'Brary Web Diva for getting me in the know! Apparently due to the Energy Policy Act of 2005, 2007 will mark a change in how Daylight Savings Time works. Clocks will now be changed in March (second Sunday) & November (first Sunday) instead of April & October. Oh man! I had finally remembered the April/October schedule after 30 years on this green earth, and now I have to learn new months. Grumble.
The 'Brary Web Diva pointed out that this will potentially wreak havoc on all of our automated calendaring systems, scheduled tasks, timekeeping apps, and more. So, she was nice enough to give us some links to help us take care of this earlier rather than later (say, in March, when everyone else is scrambling to fix this too).
- Microsoft's Hotfix for PCs and servers running a Windows OS can be found at: http://support.microsoft.com/kb/928388
- Mobile device users running a Windows OS should go to: http://support.microsoft.com/kb/923953/en-us
- Reg edits, scripts, and more can be found at: http://support.microsoft.com/kb/914387/en-us
And let me guess--Macs update this automatically? Anyway, update your library public and staff computers now to beat the rush. Thanks Diva!

Yep, you've got it, Mac OS X already made that change like a couple of updates ago, see http://docs.info.apple.com/article.html?artnum=303411 . I love problems that I solved without even knowing about it...

I'm not saying this is clearly written, but I believe that simply running the Windows Update will provide all necessary fixes.
http://www.microsoft.com/windows/timezone/dst2007.mspx
"For Windows XP Service Pack 2 (SP2), Windows Server 2003, and Windows Server 2003 Service Pack 1 (SP1), Microsoft will release a single global time zone update which will include changes for the United States DST change."
This means that running Windows Update will give you the option of installing the fixes for timezones on a supported OS.
Windows Vista will not need updating; it already supports it.

You are correct, XP SP2 and Server 2003 will be fine if they have automatic updates turned on or run them between January 7th and the 2nd Sunday in March. As for any other OS that Microsoft has put out, you have to do it manually or you have to have extended service with Microsoft to get a hotfix.
Don't forget that Outlook and Exchange are affected, along with Sharepoint and a few other Microsoft products.
